*If your last name begins with C through F, this

The Asociación Bancaria Costarricense (ABC), is
fulfilling
it's promise to make good on small deposits up to
¢500.000
colones. The payment is only available to individuals
and
not corporate entities.

The Superintendencia General de Entidades Financieras
(SUGEF) is expected to make an announcement by the
end of
this month on the future of the bank


*Harris Admits to '15-Minute Mistake'
Bruce Harris, former head Caza Alianza - the Latin
American street kids' charity - fired after being
accused of paying a Honduran male teen-ager for sex,
acknowledged on Saturday that he had made a "15-
minute mistake."

Harris, who was awarded the Order of the British Empire
in 2000 for his work protecting homeless children in
Central America, was dismissed Friday by the
international
child welfare group Covenant House.

The charity said it acted against Harris, because he
recently
paid a 18-year-old Honduran boy for sexual favors.

While prostitution is not illegal in Honduras and the
age
of consent is 18, Harris has fought for the rights of
homeless
youths in the region and campaigned against sex
tourists.

"I have never been someone that hides behind lies, and
so I take responsibility, as I always have, for my
actions,
correct or incorrect. I don't want the children that
Casa Alianza
serves to pay for my private life," Harris said in an
e-mail
to Reuters.

Honduran Security Minister Oscar Alvarez said
Saturday that
Honduras, Guatemala and Costa Rica were opening
probes into
Harris's activities.

"We are talking to the security ministers of
Guatemala and
Costa Rica and we are going to investigate whether
this man
had improper, deviant relations with other youths,"
Alvarez said.


*Osvaldo Villalobos Charged
Almost two years following the start of the
investigation,
the Ministerio Público, yesterday presented formal
charges
against Osvaldo Villalobos Camacho, for suspected fraud
against dozens of investors who made deposits with the
company Ofinter.

The press office of the Poder Judicial confirmed the
charges
and that all parties to the case have been notified.

Villalobos has been in preventive detention for
almost two
years, since November 2002, waiting the outcome of the
investigation, that has been long in coming.

Late last year, Villalobos was allowed to serve his
preventive
detention under house arrest, but brought back to
jail in
February of this year, that is to expire on September
27.

*University Festival
Universidad Latina invites the public to enjoy a week of
celebration, including plays, fashion shows, an aerobics
championship, volleyball, a skateboarding tournament,
conferences, concerts, a music festival, movies and

school's

COMMENTARY

Shame on Bruce Harris

First off, it is a horrendous shame when a child
welfare advocate is
found to be, secretly, almost a pedophile himself of
the worst kind.

It is a horrible situation indeed when a man who has
been awarded the
highest honor in the United Kingdom for his child
advocacy -- The Order
of the British Empire -- by Queen Elizabeth II
herself, is found to be
committing worse acts than many of the so called "sex
tourists" Harris
spent years trying to entrap.

What an irony that this man is found having sex, not
with a girl, but
WITH A BOY! But, the fact that the "boy" in question
was 18 years old
will probably get Bruce off the hook for his indecent
and immoral
behavior. It would be interesting to find out if
this boy was one of
Casa Alianza's clients. I hope also that the
authorities investigate
other employees of Casa Alianza to make sure that
this was an isolated
incident.
