Here is a news summary for today:
*Sala IV Orders Costa Rica's Removal from Iraq "Coalition"
The Sala IV constitutional court ruled Wednesday that President Abel Pacheco and the executive branch actedunconstitutionally when the administration gave supportto the United States and the coalition of allies against Iraq.
A foreign ministry statement a few hours later said thecountry would send a diplomatic letter early today askingthe United States to remove the name of Costa Rica fromthe list of coalition members.
The high court’s decision was unanimous. All seven magistratesagreed that a March 19, 2003, agreement by Pacheco and theforeign minister was an act contrary to the Costa RicanConstitution, the country’s declaration of perpetual neutrality, the United Nations and international law. The date is the day war started in Iraq.
The court ordered the executive branch to do what is necessary to delete the name of Costa Rica from the list of coalition allies on the Web pages of the White House.
The administration promised to send a diplomatic letter toWashington this morning in response to the decision, askingthat Costa Rica's name be removed.
*More Cabinet Ministers resign from Pacheco Government
Javier Chaves, Ministro de Obras Publica y Transporte (MOPT)and Alberto Trejos, Ministro de Comercio Exterior (COMEX)decided to call it quits yesterday.
Last week, Alberto Dent, Ministro de Hacienda (Revenu )quit his post and only Monday of this week, Ricardo Toledo,Ministro por la Presidencia (Presidency) threw in the towel.
That brings a total of four ministers to leave the Pachecogovernment in less than two weeks.
Resigning also yesterday were Anabelle González, chief TLCnegotiator and Gabriela Llobet, Vice Minister of Comex alsoleft their jobs. The joined Trejos in making their announcementto the press.
Last week, Silena Alvarado, Vice Minister at Hacienda and RonulfoJiménez, economic coordinator followed Dent's departure.
Yesterday's departures brings the total number of resignationsfrom the Pacheco government since taking the helm in 2002, to 14.
*Eliseo Vargas Ordered to Six Months Detention
Eliseo Vargas Garcia, former president of the CajaCostarricense del Seguro Social (CCSS), will spend the nextsix months in preventive detention.
The Fiscalia has asked for a year preventive detention againstthe man who is in the centre of the storm surrounding theCorporacion Fischel and a multi million dollar credit.
Walter Reiche Fischel is currently in preventive detention,along with Corporacion Fischel lawyer, Randall Vargas Pérez.
Former Costa Rican president, Rafael Angel Calderón, is also being
investigated for his acceptance of $440.000 dollars from Fischel.
*Pedophile Arrested
The Unidad Contra la Explotación Sexual del Ministerio deSeguridad Pública under the direction of the Fiscalía de Delitos Sexuales de San José, arrested a 42 year old manidentified only by his last name, Rodríguez, for havingsexual relations with minors.
Rodríguez was arrested following a year long investigationwhen his house was raided by police. Police confiscatedpornographic videos, sexual paraphernalia and 60 fotos ofyouths that were definitely under the age of majority.
*Campaign Initiated to Outlaw Corporal Punishment
The Defensor de los Habitantes and a group of child advocate agencies are kicking off a campaign today — el Día de los Niños — against corporal punishment.
*Movimiento Civico Nacional Threatens renewed Strike,demands meeting
The movement behind the recent roadblocks and strikes isthreatening to return to the streets, saying that the government is dragging its feet on delivering on its promises.The movement, which caused massive road blockages two weeksago also said the country was facing a severe politicalcrises not only because of the strikes it generated butbecause of the "tremendous revelations of corruption inthe highest levels of the governing political class."
