 The following report came out this past week on
the recent IMF meeting

with Costa Rican officials. It is interesting
to read between the

lines.



Knowing that they want to destroy developing
nations around the world,

so that they can crush the middle class, and
extract the maximum value

out of their target countries is to have already
won half the battle.



They began laying the groundwork for their evil
in Argentina three years

or maybe a little bit more before the crash there.



If you will look at their suggestions below, you
will see tha they are

telling Costa Rica, Hondouras, and a few other
countries of their

present "tour" to do the same.



I will highlight the news article below so you
can see what kind of

wicked evil game they are playing:



Statement by IMF Deputy Managing Director
Carstens at the Conclusion

of his Visit to Costa Rica



International Monetary Fund (IMF) Deputy
Managing Director Agustín

Carstens made the following statement in San José:



"This is my first visit to Costa Rica as
Deputy Managing Director of

the Fund, and it is a great pleasure for me to
be here today. This

morning, I had the privilege of meeting with
President Abel Pacheco.



[I wonder if this corrupt Mexican politician was
also "investigating"

corruption here? I doubt it. As long as the
Prez does what they want,

no investigations! Just one of the perks of
doing what your boss says!]





I also had productive meetings with Finance
Minister Alberto Dent,

Central Bank President Francisco de Paula
Gutiérrez, and coordinator

of the economic team Ronulfo Jiménez. The Fund
greatly values this

opportunity to continue developing the
productive dialogue with the

Costa Rican authorities.





"Costa Rica is a pillar of democratic
tradition in Central America.

It's sound institutions and impressive social
development track

record are models for other countries in the
region. Costa Rica has

continued to record strong economic growth
during the recent global

and regional downturn, which attests to its
resilience and sound

growth potential. Over the past decade, Costa
Rica has succeeded in

diversifying its export base and in attracting
sizable foreign direct

investment flows.[too bad they decided to steal
the money as soon as old

el Presidante took office. But too bad for them
that Enrique was ready

for them. As you will soon see, all is not
sweetness and light here

economically, unlike what he says here in his
fluff. The truth of the

matter is that the foreign investment began to
dry up when they

illegally closed the Brothers. But that wasn’t'
enough. We have now had

the Super FUND expat money grab, and now the
mysterious "collapse" of

Banco Elca, following on the heels of the
collapse of Bantec -- both

banks with loads of loads of ex pat cash!]
Sound institutions, high

levels of education, and an outward-looking
growth strategy have been

important assets in these efforts.





"Looking forward, the outlook for Costa
Rica is favorable, although

there are major challenges to overcome.[one of
which is the IMF!] In

particular, I fully agree

with the Costa Rican authorities that the upward
trend in public debt

needs to be reversed to ensure the
sustainability of the public

finances, and to continue strengthening the
financial system.[Now this

part is true. THEY REALLY DO NEED TO GET
CONTROL OF THEIR PROFLIGATE

SPENDING HABITS, WHICH IS WHAT CREATES THE
DEFICIT] I was

encouraged by President Pacheco's assurance that
the tax reform

before Congress [Well, this is the absolute
OPPOSITE of what this

country needs to do. If they are stupid enough
to go along with the IMF

and raise taxes to European levels, then all of
a sudden, there will be

no expat dollars here anymore, as the goose that
lays the golden eggs

will slip across the border in either direction
to find better places.

Then, Costa Rica can whine with Europe and the
US about "unfair tax

practices" while they watch their local
economy implode. Remember, any

country that takes the IMF's recommendations
ends up in poverty and

distress like Argentina. What this government
really needs to do is

SLASH SPENDING AND CUT TAXES, STARTING WITH
THEIR ONEROUS IMPORT DUTIES.

They can start cutting right at the top, and
quit wasting buckets of

money on fancy offices for public institutions.
They should have to

rent space in the same office buildings the
average people have to use,

not be ensconced in palaces at the public's
expense! In fact, there is

plenty of office space in downtown San Jose at
very reasonable prices,

and they should be FORCED to take this option,
not build grand office

towers and other monuments to public waste and
corruption!] and the

adoption of the Free Trade Agreement between

Central America and the United States are
priorities [Really? CAFTA is

much more than a treaty, it is a tool of
exploitation for predatory

international corporations! Just look at the
destruction of the

environment and the erosion of the wage base
NAFTA brought to Mexico!

In fact, the only people NAFTA has helped has
NOT been the average

person in any of the signatory countries! NO,
IT IS THE WORKER WHO HAS

BEEN SCREWED AND THE PREDATORY INTERNATIONALIST
CORPORATIONS WHO ARE THE

ONLY ONES WHO PROFITED FROM THAT! The GIANT
SUCKING SOUND vacuumed up

US jobs, and sent them to Mexico, where workers
were forced to endure

inhumane and dangerous working conditions at
slave wages! The Costa

Rican worker had better watch out, because his
labor protection laws are

NEXT on the IMF HIT LIST! Then, envoronmental
standards will be

destroyed, so that they can just throw their
toxic wastes into the

rivers like they did in Mexico. Of course, this
guy, being a Mexican,

should know better, but I am sure his pocket
book is very happy by

supporting this rape and pillage agenda.] for the

government and have the broad support of Costa
Rican society.



"To maximize the benefits of integration
with the global and regional

economy, and to address more effectively Costa
Rica's challenges, we

discussed the need for a comprehensive reform
agenda.[Translation: YOUR

LAWS WON'T ALLOW OUR PREDATORY GLOBALIST
CORPORATE GREED TO RAPE YOU, SO

THEY HAVE TO GO!] We agreed on

the importance of complementing the current
initiatives with a

strengthening of tax administration, reforms in
public spending, and

better performance by public enterprises.[Now
that's a socialist wish

list with no basis in reality! Give me a break.
Public institutions

are the definition of waste and corruption] We
shared the view that

monetary policy should focus on reducing
inflation to low single

digits and, to this end, it will be necessary to
recapitalize the

central bank.[OH, so you mean THE CENTRAL BANK
IS BROKE, AND NOBODY EVER

TOLD US! And just HOW are you planning to
recapitalize it? READ ON,

BRAVE READER, BECAUSE THE ANSWER IS HERE AND YOU
WON'T LIKE IT!] In the

financial sector, it is essential to level the

playing field between public and private banks,
local and offshore

banks,[OH, so they are planning something that
will bring down the

inflation rate of the colon, recapitalize the
Central Bank, and level

the playing field between all of these. How?

GOING ON? WELL, MAYBE BECAUSE THEY PLAN TO
IMPOSE EXCHANGE CONTROLS AND

OUTLAW DOLLAR ACCOUNTS, AND FORCE CONVERT ALL
DOLLAR ACCOUNTS INTO

COLONS! THIS WOULD "LEVEL THE PLAYING
FIELD" IN ONE FELL SWOOP,

WOULDN'T IT? AND THEN, YOU CAN
"RECAPITALIZE THE CENTRAL BANK"
BECAUSE

THEY WILL TAKE YOUR DOLLARS INTO THE CENTRAL
BANK, THEREBY

RECAPITALYZING IT, AND EXCHANGE YOUR DOLLARS FOR
THE WORHTLESS COLONS

THAT THE CENTRAL BANK WILL THEN PRINT UP, AND
PROMPTLY DEVALUE ONCE IT

HAS ARRIVED IN YOUR ACCOUNT! IT'S A NICE OUT
FOR THE CR GOVERNMENT TO

UNBURDEN A LOT OF THEIR DEBT, AND A NEAT WAY FOR
THE IMF AND OTHER

INTERNATIONAL BANKSTERS TO STEAL YOUR MONEY AND
MAKE SURE THAT THE CR

GOVERNMENT PAYS THEM BACK IN DOLLARS ON THEIR
LOANS, LEAVING THE EX PAT

AND THE COSTA RICAN NATIONAL HOLDING THE SHORT
END OF THE STICK AGAIN!

AND THEN, YOU WON'T BE ABLE TO CONVERT COLONS
BACK TO DOLLARS ANYMORE

UNLESS THE GOVENRMENT ALLOWS IT, JUST AS
HAPPENED IN ARGENTINA BEFORE

THEIR COLLAPSE!] and gradually reduce

the dollarization of the financial
system.[TRANSLATION: SEIZE THE

DOLLARS, SWITCH TO WORHTLESS COLONS, DEVALAUE,
AND EVERYONE BUT THE

LITTLE GUY IS HAPPY! WHAT'S NOT TO LIKE ABOUT
THIS?



[And remember, these same games were pulled in
Argentina. You could no

longer have dollars, you were forced to convert
to pesos, which were

promptly devalauted. Then, to prop up the
failing banking system, they

tried to outlaw cash and say you could only buy
things with your debit

card, so you had to return your money to the
bank and spend it only from

there. PROMPTLY AFTER DOING THIS, the
government then said the banks

were broke, and you could only have about
$250.00/month out of the bank

no matter how much you had in there! So that
would be the "restoring

intermediation" and "de dollarizing
the economy." The international

banksters are happy, the government is happy --
WHAT'S NOT TO LIKE ABOUT

THIS IDEA? And, if Costa Rica passes the new
tax regulations to screw

all of the businesses and people of this country
into the ground to pay

for their greed, corruption, kick backs, pay
offs, etc., and they follow

that with the passage of CAFTA, then the
international elite will be

able to completely by pass local laws and
regulations "at last," so that

they can pollute, abuse workers, and do whatever
they want and there

will be absolutely nothing Costa Rica can do
about it then. THAT is

what these "recommendations" will do.
And they want to get this done in

a hurry before Costa Rica thinks about joining
Mercosur, made up of

countries that have already been raped by this
band of international

criminals, who have decided to stand up to these
animals.]



"A comprehensive reform agenda would also
be a key factor in

harnessing [harnessing, like a horse or a SLAVE,
not a human being]

Costa Rica's considerable growth potential and

capitalizing on its impressive record of social
progress.[IE. SUCK IT

DRY] I fully

share the authorities' view that to make such an
agenda feasible, the

reforms will need to be carefully prioritized
and, more importantly,

have the support of Costa Rican society.[Not a
chance if people begin to

understand what you bandits are all about!]



"During our meetings, I also had the
opportunity to hear the views of

the authorities on how the Fund could further
enhance its cooperation

with Costa Rica. We agreed that there is scope
for more technical

assistance, especially in regard to the
financial system, tax policy,

and macroeconomic statistics. We wish to
continue developing the

close dialogue we have maintain thus far with
Costa Rica and wish to

have the opportunity to jointly meet the
challenges facing the

region." [YEAH, RIGHT!]
