*Pricesmart expanding

In a news release yesterday, the San Diego based Price Smart announced
that it will soon be opening another store in Costa Rica. Price Smart's
current locations are popular among ex pats living here because of their
low prices and broad range of merchandise, some of which is not available
elsewhere.


*Cold Out There!

Coats, jackets, sweaters and scarfs were the norm yesterday, as the Central

Valley temperatures, accompanied by cold winds made it feel like winter and

snow is just around the corner. The mid day tempature was in the high teens

Celsius / mid 60's Farenheit. More cold weather is expected at least until

tomorrow



*Pacheco Asks Figueres to Return

In a letter, President Abel Pacheco is asking former president José María

Figueres Olsen not to delay his return to Costa Rica and give full

explanations of the accusations against him.

Pacheco is asking that Figueres present himself as soon as possible before

the "Comisión de Control y Gasto Público", for his role in receiving

us$900.000 from Alcatel, by way of his former governmental advisor, Roberto

Hidalgo.

Figueres admitted receiving the money, saying it was a legitimate fee earned

for consulting services he provided after leaving the presidency. Hidalgo and

Carmen Valverde, sister of former Alcatel president Edgar Valverde, also

received us$900.000 each, for consulting work.

Critics denounce that the high fee is not normal, ten times what would

normally be paid for the work that Figueres alleges he was contracted for.

Figueres resigned as chief of the World Economic Fourm (WEF) based in Geneva,

Switzerland, from pressure within after the news broke of the scandal and

that he never reported to the WEF the money while being employed there.

President Pacheco assures that the corruption scandals that has seen a score

of public officials and businessmen and two former presidents in jail, should

not make Costa Ricans feel shame, but rather pride. That is what his fellow

leaders at the Grupo Rio summit in Brazil last week expressed to him, he told

the press.

Pacheco said that he received praise for his government's handling of the

crisis and for the unrelenting fight against corruption. He praised the press

for their role, their bold journalism,

"Costa Rica today enjoys more prestige than ever before. We can be content

and satisfied... The government, the press, the people of Costa Rica, like

the prosecutor and the judicial system, as well as the government have been

applauded by world", Pacheco said in a statement.




*Little Kattia's Murderer on Trial

A little over one year ago (July 2003) police, after a close inspection of

the interior of the house of Jorge Sánchez, found the body of eight year old

Kattia Vanessa González, who had been reported missing a week earlier.

The murder trial against Sánchez began Monday, where is accused of murdering

the little girl and then hiding her under the floor boards of the house,

which was only several blocks from where the little girl lived.

Yesterday, in the second day of trial, testimony surrounded over the macabre

findings in open court, after which the courtroom was closed off to allow

several neighbourhood children to testify against the man.

Witnesses say Sánchez gained the little girl's trust to lure into his home

and then murdered her.

According to initial police reports, the little girl died the day of her

disappearance and the body was buried under a floor board in the house were

the two accused lived, shortly after killing her.

There appeared no signs of a sexual attack, leading us to believe that the

little girl was choked to avoid being discovered by neigbours.


*Límon Flooded

More than 1.200 persons had to be evacuated in the Límon area due to

flooding, resulting from the heavy rains of the last several days.

The Comisión Nacional de Emergencias says 559 people in Matina, Siquirres and

Talamanca were in 14 sheters, while another 643 were able to find shelter in

the home of friends.

Five rivers have overflowed their banks and the passage on the Braulio

Carrillo highway that connects Límon to San José is affected by mud slides

that has closed off sections of the road.


*Three embassies closed to honor veterans

The U.S., Canadian and French embassies in Costa Rica will be closed

tomorrow, Nov. 11, for Veterans and Remembrance Day. The embassies will

reopen on Friday at their normal times.


Action seeks an end to sports hunting here

The Defensor de los Habitantes said Tuesday that the Sala IV constitutional

court has agreed to study an appeal that seeks to eliminate sports hunting in

Costa Rica.

The defensor filed the appeal because of fears that certain species would be

eliminated by continued hunting. The defensor in a release said that the

country lacks population studies of wild animals and also lacks recourses to

control hunting.

If the Sala IV approves the appeal, it is being asked to order the Ministerio

de Ambiente y Energía to prohibit sport hunting.



*Youth gangs are topic

Today and Thursday at 9 a.m. members of the Asamblea Legislativa will be

involved in a forum discussing the phenomenon of gangs in Costa Rica.

Among those invited are Marco Badilla Chavarría, director general of

Migración y Extranjería, María Fullmen Salazar Elizondo, viceminister of

Seguridad Pública, and Gilberto Corella Quesada, president of the Colegio de

Abogados.

The gangs, called maras, are stronger in the United States, México and

northern Central America. But there is evidence that the youth gangs are

gaining footholds in Costa Rica, thanks to outside influence.



*Man dies in Jacó mishap

A 56-year-old man died in the center of Jacó about 7 a.m. Tuesday when a tow

chain broke and he was trapped between two vehicles. He was identified by the

last name of Berrocal.

Investigators said that Berrocal had trouble with his truck, and that another

trucker came to help him. But the driver was trapped accidentally between the

two vehicles.


Legislature Begins Session On Comptroller's Future

The Legislative Assembly began meeting yesterday in a special session to

discuss the removal of Comptroller General Alex Solís, who is accused of

forging signatures and financing the illegal entry of Costa Ricans into the

United States .

The legislature met yesterday morning after voting in their regular afternoon

session Monday to meet every Tuesday and Thursday morning this month until

they determine Solís' fate.

In yesterday's special session, legislators accused one another of political

opportunism.

The Legislative Assembly named Solís to his position, responsible for

reviewing the government's finances and contracts, in June.

Last month, agents of the Judicial Investigation Police (OIJ) concluded Solís

forged 27 signatures of family members while he worked as an attorney. In

June, accusations arose that the comptroller was behind dozens of loans to

residents of Pérez Zeledón, 100 kilometers south of San José , where he is

from.

A special legislative commission studying these accusations made their

conclusions in five reports, four of which recommend Solís' removal.
