*Earthquake Leaves Eight Dead and 526 Homes Damaged
The scare came at 2:07am Saturday morning, as a strong Earthquake woke most
Costa Ricans living in the Central Pacific and Central Valley regions.
The quake registered 6.2 on the Richter scale and according to the
Observatorio Vulcanológico y Sismológico de Costa Rica (Ovsicori) more than
200 aftershocks have been registered since. with the strongest at 8:00am
Saturday morning and at 9:00am Sunday.
The epicenter was located about 10km northeast of Quepos with a depth of
about 30km and felt as far away as Cartago. The cause is a movement in the
plates between Costa Rica and Panama, which was unexpected by experts as it
is a new fault that has been discovered and needs to be investigated.
Hard hit were the towns of Quepos and Parrita, leaving many without power,
telephone and water for hours. The small community of Damas suffered much
damage, and left the community without water until Saturday night.
Reports of damage came from other parts of the country, especially in the
Central Valley, as many homes in Alajuela and Cartago were damaged.
In Quepos and Parrita, more than 150 families took shelter in the homes of
family and friends as their homes needed extensive repairs.
The main road that connects the communities of Quepos and Parrita to Jaco
Beach and San José also suffered damage. Engineers were concerned about the
bridges, most of them new, built during the last two years. The bridges were
given the green light and the road was re-opened following an close
inspection a few hours after sunrise.
The seven of the deaths registered were due to heart attacks suffered from
the shock of the earthquake. Most of those who died of heart attacks were
elderly, including several people in their 90s.
One death was due to a traffic accident, when a man riding a motorcycle lost
control and hit a light post while riding on the General Cañas highway.
The Red Cross says that it attended to many emergency calls and treated a
large number of patients with minor injuries suffered during the earthquake.
The Comisión Nacional de Emergencias (CNE) recommends that during an
earthquake you should remain calm and move to a safe place in your home,
under a cross beam, if you cannot safely go outside. You should disconnect
all electrical and gas connections. If you are driving during an earthquake,
get off the paved road and get as far away from the roadway, trees, power
lines and areas that are prone to landslides.
*Ibero-American Nations Agree on Permanent Organization
Leaders of the 21 Ibero-American states voted over the weekend to turn the
organization into a formal, permanent international community by early next
year as they ended a summit meeting in San José.
The leaders approved plans to promote education, denounce ''terrorism in all
its forms'' and called for working together - rather than alone - to solve
global problems.
Until now, the Ibero-American gatherings have been more or less isolated
summit meetings. However, they increasingly refer to themselves as a
community.
The nations agreed to create a new post of secretary-general in the first
half of 2005, establishing a new international bureaucracy, based in Spain to
oversee action on their resolutions.
''In a few months, Ibero-America will speak as a legal entity in the world
and with political relevance,'' Spanish Prime Minister José Luis Rodríguez
Zapatero told a news conference.
Zapatero noted that the new organization would link 500 million people in the
Spanish and Portuguese speaking nations of Europe and the Americas.
Enrique Iglesias, current president of the Inter-American Development Bank,
was widely mentioned as the most likely candidate for the secretary's post.
In other agreements, the delegates urged lenders to let poor nations pay part
of their debts by investing in education. Spain vowed to do so next year.
Zapatero also promised Central American countries he would try to win them a
free-trade pact with the European Union next year.
Cuba won a resolution denouncing all forms of terrorism - implicitly
including attacks on Cuba - and criticizing a Panamanian pardon for four men
accused of trying to assassinate Fidel Castro. Three of the men - referred to
by the summit leaders as ''known terrorists'' - live in the United States.
New Panama President Martin Torrijos had bitterly opposed the pardon granted
by his predecessor, Mireya Moscoso, days before she left office on Sept. 1.
Cuba announced it would begin to restore ties with Panama that were cut after
Moscoso's action.
Before the summit began, a strong, early-morning earthquake shook the
delegates attending the summit from their beds.
*Costa Rican Leads Struggle in the US
She speaks perfect English and got top grades in high school, but the gates
to college are closed for her. Marie Gonzalez has lived in Jefferson City,
Missouri, for 14 years, but she is not a legal resident, therefore she cannot
enroll in college.
So she now leads some 70,000 Hispanics who are in the same condition and are
struggling for Congress to pass an act aimed at legalizing the status of
illegal aliens who arrived at the US before their 16th birthday, have lived
in that nation for at least five years, have no criminal record, and want to
go to college.
Marie, 18, wants to be a lawyer.
*Fight for Sharks
Several Costa Rican organizations have launched a campaign to put an end to a
widespread killing of sharks just for their fins.
They are enlisting the help of congressmen for the enactment of a law banning
"finning" - a rough translation of the Spanish "aletear" -, a practice
consisting in cutting off the fins of sharks in order to export them to
Taiwan, mainly.
*Leaders of Spain, Portugal, Latin America urge Falklands dialogue
Leaders from Spain, Portugal and their former colonies in Latin America urged
Britain and Argentina to renew their dialogue on the Falkland islands, known
in Argentina as the Malvinas.
"The heads of state and government ... reaffirm the need for the governments
of Argentina and Britain to resume as soon as possible negotiations aimed at
achieving a swift solution to the sovereignty dispute over the Malvinas
islands," a special statement issued by the Ibero-American summit in Costa
Rica's capital said.
The 1982 war over the Falklands, some 550 kilometers (350 miles) off the
Argentine coast, left 649 Argentine and 255 British soldiers dead.
Argentina told a United Nations committee in June 2003 that its claim to the
islands was a top priority and a month later Argentine President Nestor
Kirchner told British Prime Minister Tony Blair that the two countries
should revive talks on the islands' status.
The two countries resumed diplomatic relations only in the early 1990s and
Blair in 2001 became the first British premier to visit Argentina since the
war.
Relations cooled again in December when Kirchner urged Britain to apologize
for transporting nuclear weapons on British ships during the war.
Spanish Prime Minister Jose Luis Rodriguez Zapatero said participant nations
also had backed a planned Alliance of Civilizations, aimed at fostering
dialogue between Christians and Moslems.
"This was a very important step for this idea to move forward at the United
Nations," the socialist Spanish leader said.
The leaders also signed a declaration at the end of the summit committing
their nations to taking a bigger role in the economic and political recovery
of Haiti ahead of elections scheduled for next year.
The Ibero-American gathering was largely overshadowed by the Asia Pacific
Economic Cooperation summit in Santiago, also held over the weekend, and a
strong earthquake that rocked San Jose.
And it was marked by the absence of presidents Luiz Inacio Lula da Silva of
Brazil, Ricardo Lagos of Chile, Fidel Castro of Cuba, Alejandro Toledo of
Peru, Jorge Fernando Brando de Sampaio of Portugal and Hugo Chavez of
Venezuela.
Education also was on the agenda, and a draft of the final declaration calls
for "creative" new approaches to tackle the lack of funding in that sector.
Visiting dignitaries were jolted into action early Saturday -- if not by the
work ahead of them by the strong earthquake that shook central Costa Rica
early Saturday. Authorities linked eight deaths to the quake.
"I thought it was a train going through a station," quipped Spain's King Juan
Carlos. "I went back to sleep."
Seismic experts at Costa Rica's National University said the quake's
magnitude was six on the Richter scale and said the epicenter was about 10
kilometers (six miles) north of Puerto Quepos on Costa Rica's west coast.
The US Geological Survey measured the quake at 6.2 and located its epicenter
40 kilometers (25 miles) southwest of San Jose, at a depth of 23 kilometers
(14 miles).
*Peru Vows to Keep US Woman in Prison
Peruvian officials say they will not free a U.S. woman serving a 20-year
sentence for terrorist collaboration, even if a regional human rights court
orders her release.
Foreign Minister Manuel Rodriguez said Saturday if the Inter-American Court
of Human Rights orders Lori Berenson's release, Peru would refuse.
The Costa Rica-based court is set to discuss the case this coming week.
Berenson was arrested in 1995 and accused of involvement in a failed attempt
by the rebel Tupac Amaru Revolutionary Movement to seize Peru's Congress.
A military court initially convicted and sentenced Berenson to life in prison
for treason.
That sentence was overturned and she was re-tried by a civilian court. She
was acquitted of being an active member of the rebel group but convicted of
helping the guerrillas plan the attack on the Congress.
Berenson has maintained her innocence.
*Movie stars lend weight to Fort Benning protest
COLUMBUS, Ga., — More than 16,000 persons gathered outside Fort Benning here
Sunday morning for the annual demonstration against the Western Hemisphere
Institute for Security Cooperation.
That’s the 3-year-old name of the former School of the Americas.
Demonstrators claim that many graduates of the institute have committed
serious crimes, including rape and murder, throughout Latin America. Many of
the protestors referred specifically to a case involving six Jesuit priests
who were murdered in El Salvador in 1989.
Law officers arrested more than 20 persons during the protest. Many of those
arrested, were caught jumping over a chain link fence onto military property.
Lead by actors Martin Sheen and Susan Sarandon, and the Rev. Roy Bourgeois, a
Catholic priest, the demonstration took on the form of a funeral procession.
Some carried small, white wooden crosses.
The institute was originally known as the School of Americas, but changed its
name in January of 2001. This is the location where the United States trains
mid-level and higher military officers from foreign countries.
The demonstrations have been held annually for 14 years, but this was the
first year that a 10-foot tall chain link fence greeted protestors on their
route. The
protestors who hopped over the fence knew they would be arrested, but did so
as an act of nonviolence civil disobedience, according to protest sponsors.
Across town, the God Bless Fort Benning Festival attracted about an equal
number of persons, including about 7,000 soldiers.
COMMENT: it is very disturbing to note, as reported here last week, that the
School of the Assassins may be coming back to Panama by their new wanna be
dictator president, son of past dictator Torrijos. I have no idea what the
people of Panama were thinking when they elected him, but I am sure they
regret it now.

Costa Rica Quake update, special report
Violent Awakening as Strong Quake Shakes Costa Rica
The strong earthquake that shook Costa Rica in the
early hours of Saturday morning resulted in eight
deaths and lots of property damage from the Pacific
Coast to the Central Valley.
The quake occurred at 2:07am local time. It shook
people from their beds, with a magnitude of 6.2 on the
Richter scale. The epicenter. according to
Observatorio Vulcanológico y Sismológico (Ovsicori)
was located about 10km Northeast of Quepos, with a
depths of 30 km, lasting 25 seconds.
Quepos and Damas was the hardest affected by the quake
as property damage to more than 500 homes were
recorded and more than 100 shocks were registered
during the day yesterday, following the main tremor.
Eight people were reported dead as result of the
earthquake, seven of them from heart problems and one
man from a traffic accident.
Property damage, from cracked walls, to roofs caving
in and foundations giving way, were reported all to
the way to Cartago, about 25 kim east of San José. The
Braulio Carrillo highway - the main road that connects
LÃmon to San José - was closed for hours as work crews
worked to remove fallen rock from the roadway.
In the Parrita to Quepos stretch of the only road that
connects the two communities, engineers were concerned
about the state of the bridges that are along the
roadway. Cracks in asphalt were the only reported
damage and the roadway was re-opened within hours of
sunrise as inspectors gave the green light to no
structural damage.
"We heard a big bang and then the whole house started
to shake", were the words of many we talked to
yesterday morning, as the talk of the earthquake
overtook any other conversation.
"Did you feel it", was the common greeting, replacing
hello and good morning.
The Comisión Nacional de Prevención de Riesgos y
Atención de Emergencias (CNE) declared a yellow alert
for the area of Quepos and Parrita and Cruz Roja
Costarricense (Red Cross) workers have been responding
to many calls for assistance from residence shook up
by the strong earthquake.
The quake forced the suspension of electrical,
telephone and water services to Quepos and Parrita for
hours, being restored in the early afternoon as work
crews assessed damages.
Some reports of power failures were also reported in
San José, though power was restored almost
immediately.
The last earthquake to shake Costa Rica with a similar
force was a little after 1 a.m. Christmas Day, when
the Northern Pacific coast of of Panama and the
Southern Pacific coast of Costa Rica were rocked and
shaken by a 6.4 earthquake, which killed at least one
person and injured hundreds others.
The epicenter of that quake was established in the
vicinity of Puerto Armuelles, Panama, not far from the
Costa Rican border.
Summit leaders out of their beds
The strong earthquake also forced leaders at an
Ibero-American summit in the capital out of their
beds. "There was not a single president who didn't get
up. We all did," said Ecuador's President Lucio
Gutierrez.
The head receptionist for Hotel Herradura, where the
summit leaders are staying, said the chiefs of states
had not left their rooms even though the quake was
felt "quite strongly" at the site.
"They didn't come out, no one did, all the normal
security measures went into effect," he said, adding
that the quake had merely shattered a few kitchen
plates.
The Iberoamerican summit was inaugurated late Friday,
before the heads of state and of government sat down
for a day of formal talks Saturday.

has significant cracks although the road is not closed
and is passable to the best of my knowledge, we sent
the national tourists home from the hotel this morning
so they wouldn't have any trouble, it appeared that
the traffic itself was further damaging the raod so it
has the potential to become impassable.

> As always happens here, the weather turned rainy in
the afternoon,

also some risk of further landslides in the mountains
so it seemed prudent to suggest that San Jose
residents return home while the road was passable. No
bridges collapsed, although there are engineers here
from Emergency management inspecting roads and
bridges.

Although the two commisary stores of the Palma Tica
between Parrita and Quepos, both wooden structures
over 30 years old , collapsed completely. There were a
few collapsed houses and a lot of closets, cabinets
and other things that fell over. The clinic in Parrita
appears to have lost almost all their medications,
although the Caja was responding rapidly to deliver
replacements. Almost all injuries reported were very
minor and had to do with cuts, bruises and other
injuries related to falling furniture, debris etc.

the quake, making

My guess is that the cell phone towers were affected,
most likely due to some problem with the back-up
generators that power them when the electricity fails.

Quepos has had

off and on of the electricity although that is
relatively common for us here.

affected are the
mountainous areas between San Jose and Quepos in Los
Santos, up off the highway that goes to San Isidro.
There were reportedly quite a number of landslides
there and they likey affected the secondary road
system in the mountains. It is so remote up there that
no one had ventured up there from any major news
outlets last time I saw the tv, some time ago.

consequence.

vicinity of Puerto Armuelles, Panama, not far from the
Costa Rican border.
Summit leaders out of their beds
The strong earthquake also forced leaders at an
Ibero-American summit in the capital out of their
beds. "There was not a single president who didn't get
up. We all did," said Ecuador's President Lucio
Gutierrez.
The head receptionist for Hotel Herradura, where the
summit leaders are staying, said the chiefs of states
had not left their rooms even though the quake was
felt "quite strongly" at the site.
"They didn't come out, no one did, all the normal
security measures went into effect," he said, adding
that the quake had merely shattered a few kitchen
plates.
The Iberoamerican summit was inaugurated late Friday,
before the heads of state and of government sat down
for a day of formal talks Saturday.

Although the two commisary stores of the Palma Tica
between Parrita and Quepos, both wooden structures
over 30 years old , collapsed completely. There were a
few collapsed houses and a lot of closets, cabinets
and other things that fell over. The clinic in Parrita
appears to have lost almost all their medications,
although the Caja was responding rapidly to deliver
replacements. Almost all injuries reported were very
minor and had to do with cuts, bruises and other
injuries related to falling furniture, debris etc.

My guess is that the cell phone towers were affected,
most likely due to some problem with the back-up
generators that power them when the electricity fails.

There were reportedly quite a number of landslides
there and they likey affected the secondary road
system in the mountains. It is so remote up there that
no one had ventured up there from any major news
outlets last time I saw the tv, some time ago.

NEWS FLASH! 6.2 earthquake strikes near Quepos this morning!
6.2 Quake Shakes Costa Rica
A strong earthquake shook Costa Rica early Saturday
morning, causing power outages and material damage.
There were no immediate report of casualties, however,
as the night gave to morning, six persons were
reported to have died as a direct result of the quake,
suffering heart attacks and in traffic accidents.
The quake, with a magnitude of 6.2 on the Richter
scale, hit at 2:07 a.m. (08:07 GMT) and was centered
48 km south-southwest of San Jose.
The areas that hardest felt the quake was Quepos and
Parrita, where power and communications were restored
several hours later.
More than 60 aftershocks were felt until 4:15am and
then two hours later, at 6:17 a slight movement was
felt again. At 7:30am, officials from Ovsicori
(Observatorio Vulcanológico y Sismológico de Costa
Rica) say more than 70 aftershocks have been felt
since the main movement, something that will continue
during the next few days, as the energy is released.
No major damage was reported. Two houses in Alajuela
and Cartago were reported to have suffered slight
damage and Zurqui tunnel, the major roadway connecting
LÃmon to San José is temporary closed due to rock
slides.
The earthquake struck when leaders of 21 nations were
gathered here for an Ibero-American summit.
Authorities assigned to the security of the foreign
dignitaries reported that all leaders were safe and
all normal after the early morning scare.

An attack on the Canal?
What is a war on terrorism without terrorists?

There is a growing uproar in Panama about what is described as the
re-militarization of the country. The police is receiving training at the
former School of the Americas, notorious for producing tyrants and torturers.
Clayton will be converted into a branch office of this infamous institution,
with the US embassy on one side, the offices of the Security Council on the
other, and training facilities for the new armed forces of Panama in the
middle.
Rumsfeld visited, and at the same time the Government announced tougher
penalties on terror crimes, joint operations with foreign armies, and a new
anti-terrorism body that advises our baby president Martin Torrijos about
these things. Police forces were parading the streets in full camouflage
battle dress, heavily armed. A test by the government to see how Panamanians
would respond, because Panamanian public opinion is against militarism. For
Panamanians, the military equals torture, murder, no freedom, people
disappearing, criminals like Omar Torrijos and Manuel Noriega running the
country. The baby president and key figure Hector Aleman need to be careful.
Step by step, militarization is being pushed down the throat of Panama, a
gradual return of US military types introduced. Panama joins the "war on
terrorism."
There is one problem though. There are no terrorists. There is nothing to
even indicate that there would be a terror threat to the Canal.
Because the Canal is what this is all about. Naval exercises to protect the
Canal. New laws to protect the Canal. Extra security measures to protect the
Canal. Rumsfeld is confident about the security of the Canal. US Navy can
board Panamanian ships to protect the Canal. Expansion of the Canal, and
other countries than the US (France, Brazil, Red China) interested in feeding
from that multi-billion dollar rack. Canal, Canal, Canal.
Now there is of course one thing that would help enormously to swing
Panamanian public opinion about militarization of the country and extensive
involvement of the US in that process:
An attack on the Canal.
Nothing big, something along the lines of the attack in 2000 on the Dariën
village of Nazareth. The physical damage doesn't matter, it is the
psychological impact that counts. And, based on the information I have, I'm
predicting you, dear reader, that this is exactly what will happen. A
convenient incident. Panama, embrace yourself. They're going to make you live
history all over again.

*XIV Cumbre Iberoaméricana Begins Today
Attended by 21 nations, the 14th Ibero American Summit starts tonight at the
Teatro Nacional at 7pm with the inauguration ceremony.
The summit is being held in Costa Rica and will go through Sunday as Latin
American nations and those from the Iberian Peninsula to discuss
multi-lateral cooperation programs, aimed at improving the quality of life of
the citizens in all of these nations.
The conference is held in different countries every year.
The topic of the conference is "Educate to progress", a proposal to convert
debt into investment on education as a "true means for the progress of
society.
Even though organizing the summit costs Costa Rica some $1.2 million,
Minister of Foreign Affairs Roberto Tovar asserted that it is rather an
investment.
e backed his words by pointing out that some 3,000 visitors were expected for
the Summit, and that their sole expenses here would more than balance the
investment made.
Fifteen presidents, the King and Queen of Spain, Juan Carlos I y Sofía de
Grecia, and two prime ministers head the list of international
representatives along with 800 news reporters that will be Costa Rica.
Presidents not attending the event are; Fidel Castro from Cuba; Ricardo
Lagos, of Chile; Luiz Inacio Lula da Silva, from Brasil; Alejandro Toledo, of
Perú; Jorge Sampaio, from Portugal and Portugal's prime minister, Pedro
Santana.
For tonight, the area around the Teatro Nacional is being completely blocked
off as security measures are being put into place, including the evacuation
of surrounding buildings.
The owners of the commercial complex, Las Arcadas, that houses the offices of
Insidecostarica.com, located directly in front of the Teatro Nacional, gave
all tenants notice that no one is to remain in the building after 6pm, at the
request of the Ministerio Público.
*5,000 industrial jobs lost
The scant growth that characterizes industrial production this year resulted
in the dismissal of almost 5,000 permanent employees from January through
September.
Industrial production - not including the high-technology sector - increased
only 1 percent in September - as compared to the same month in 2003 -,
according to the monthly index of economy activity from the Central Bank.
The Caja Costarricense de Seguro Social (CCSS) confirmed the data by
reporting that the number of formal workers in the industrial sector
decreased from 123,000 to 118,000 the first nine months this year.
Industry accounts for almost one fifth of the domestic production, and in
September it employed 12 of every 100 workers.
Industrial sectors explained that the lower growth experienced this year
results from the increase in raw materials -particularly oil and steel-, a
decrease in domestic sales, and the competition from factories in China.

*Coffee Producers in Costa Rica Reap Rewards of Canadian Solar Technology
Using the latest solar technology, a Canadian-led partnership is helping
coffee producers in Costa Rica save energy and help the environment.
Canadian Trade Counsellor Sylvy Gariepy of the Canadian Embassy in Costa Rica
unveiled a cutting-edge solar coffee-drying test site in Tilaran - the
largest of its kind in Central America.
"This is an exciting day for the future of solar energy in agricultural
applications," said Ms. Gariepy. "This facility exemplifies the unlimited
potential and benefits of this renewable energy source."
The site was developed by Natural Resources Canada (NRCan), the Government of
Canada's Technology Early Action Measures (TEAM) program, Conserval
Engineering Inc. of Toronto and Coopeldos R.L., a coffee-growing cooperative
in Costa Rica.
"This project is another example of Canada's leadership in developing
innovative approaches to reducing greenhouse gas emissions (GHG) that will
have lasting benefits at home and around the world," said the Honourable R.
John Efford, Minister of Natural Resources Canada. "Increasing energy
efficiency and using clean, renewable energy sources are essential to
addressing climate change."
At the Tilaran plant, 850 square metres of Conserval's Solarwall® panels were
installed on the roof. Intake fans draw in warmed air from the perforated
panels to dry the coffee beans. The Solarwall technology was developed with
support from NRCan, is 40 percent more efficient and costs 25 percent less
than conventional solar products.
"Coopeldos has shown leadership in the coffee industry by switching to solar
energy, and their customers, including Starbucks, are benefiting from the
quality and taste of the solar-dried coffee beans," said John Hollick,
President of Conserval Engineering Inc.
"For Coopeldos R.L., this is a great opportunity because it fulfils two of
our institutional goals: quality and innovation. The use of technologies that
protect our environment is one more element our clients will consider when
they choose our coffee. It is not only organic and of the highest quality,
but it is also produced with a technology that avoids deforestation, whereas
our previous system ran on wood," explains Juan Carlos Álvarez, General
Manager of Coopeldos R.L.
This project was sparked by a Canadian-led study of the International Energy
Agency's Solar Heating and Cooling Program. The study found solar crop-drying
systems result in significant energy savings, reduced use of fossil fuels and
lower GHG emissions.
The Tilaran facility is one of six test sites - the others are in Panama,
China and India. These sites are expected to reduce carbon dioxide emissions
by 1,000 tonnes a year, primarily by displacing fossil fuels. The projects in

*Art Festival
Thousands of children and adults took the streets of San José to announce the
Festival Internacional de las Artes which is being held downtown over the
next few days. The festivities that took over 800 meters of Avenida 1 was to
exposure the festival to one and all.
*Boomer Esiason Foundation makes $10,000 donation
The Costa Rican Association of Cystic Fibrosis has received a check for
$10,000 from the Boomer Esiason Foundation.
Robert Hodell, the organizer of the event Thursday, delivered the check over
to Lorena Barrantes, vice president of the Costa Rican Association of Cystic
Fibrosis, and Miguel Charvarría, a young Tico who suffers from the genetic
disorder that attacks the airways.
Boomer Esiason was a quarterback in the National Football League for 14 years
before retiring after the 1997 season. A four-time Pro Bowler, Esiason spent
the bulk of his career with the Cincinnati Bengals.
In 1993, Esiason’s youngest son, Gunnar, was diagnosed with cystic fibrosis.
That year, Esiason started the Boomer Esiason Foundation. The foundation
provides financial support for research aimed at finding a cure for the
disease.
The Costa Rican association was formed in 1984 and has a clinic in the
Hospital de Niños in San José. The association first made contact with
Esiason’s foundation three years ago when the foundation began hosting the
Costa Rica Classic Billfish Tournament in Quepos.
The third Costa Rican Classic tournament will be held March 18 to 20.
*Airline association outlines concerns for airport here
The Association of International Airlines has released a statement outlining
its main concerns with the Juan Santamaría International Airport. In the
statement the association said that Alterra Partners, the airport’s operator,
must improve the service that it is providing and continue with its contract.
Alterra Partners holds a 20-year contract to operate and remodel the airport.
Construction was halted by the government when officials realized that
project costs were much higher than planned.
The association has said that it is pleased with the judicial system in Costa
Rica. In addition it also said that the association is satisfied with the
outcome of the Alterra case.
The company was contracted to modernize the airport but when expenses began
to spiral out of control the Consejo Tecnico de Aviación Civil terminated the
contract.
As a consequence Alterra attempted to sue the consejo for $79.1 million,
claiming damages and loss of earnings. Alterra lost the case last Friday.
Tomas Nassar, the president of the association, said, "The statement we have
released is a list of improvements that the airport must undertake. We have
asked that the airlines cooperate with us."
In the statement, the association put forward its requests for the airport.
It wants the Costa Rican authorities to demand that Alterra complete the
service contract that required them to finish renovation work.
The association has also requested that the airlines willingly participate in
any agreement that is made between Alterra and the government and any
investigations that may be carried out. The airlines have also been asked to
make sure that they apply the correct tariffs for flights which have been
approved by the consejo and the financial watchdog, the Contraloria de la
República. Tariffs for flights will rise to accommodate the costs of the
renovation of the airport. The exact amounts have not yet been published.
*Coast Road closed
The Pacific coast road is blocked several miles north of Dominical because a
truck broke through the road surface and became trapped in the soggy ground
Wednesday. Traffic has been halted for more than a day, and vehicles,
including many trucks, are backed up.
The road is a shortcut for those who prefer not to use the InterAmerican
Highway that runs through San José and Cartago. The largest community to the
north is Manuel Antonio-Quepos.
*McFadden dies in Costa Rica
Prominent Carson City businessman and art collector Bob McFadden, who died
Wednesday in Costa Rica, was remembered by friends and acquaintances Thursday
for his colorful personality, generosity and dedication to historic
preservation.
McFadden, a Carson City resident since 1972, was 55.
Family members said they learned McFadden collapsed and died Wednesday while
on a trip to the Central American country. They said he apparently suffered a
heart attack but noted the cause hasn’t been determined.
McFadden frequently visited Costa Rica and Hawaii on surfing vacations,
according to members of his family. They and others who knew McFadden said he
led an active lifestyle and was a regular among a group of people who played
volleyball at Zephyr Cove.
Longtime friend Richard Langson, who knew McFadden for about 30 years, said
he was stunned to learn the news of his death.
“This comes as a total shock. He was so energetic,’’ Langson said, noting he
previously had traveled with McFadden to the Costa Rica village. “Bob had a
heart of gold and did a lot for the community. He was a huge promoter of
Nevada art and Nevada history.’’

An attack on the Canal?
What is a war on terrorism without terrorists?

There is a growing uproar in Panama about what is described as the
re-militarization of the country. The police is receiving training at the
former School of the Americas, notorious for producing tyrants and torturers.
Clayton will be converted into a branch office of this infamous institution,
with the US embassy on one side, the offices of the Security Council on the
other, and training facilities for the new armed forces of Panama in the
middle.
Rumsfeld visited, and at the same time the Government announced tougher
penalties on terror crimes, joint operations with foreign armies, and a new
anti-terrorism body that advises our baby president Martin Torrijos about
these things. Police forces were parading the streets in full camouflage
battle dress, heavily armed. A test by the government to see how Panamanians
would respond, because Panamanian public opinion is against militarism. For
Panamanians, the military equals torture, murder, no freedom, people
disappearing, criminals like Omar Torrijos and Manuel Noriega running the
country. The baby president and key figure Hector Aleman need to be careful.
Step by step, militarization is being pushed down the throat of Panama, a
gradual return of US military types introduced. Panama joins the "war on
terrorism."
There is one problem though. There are no terrorists. There is nothing to
even indicate that there would be a terror threat to the Canal.
Because the Canal is what this is all about. Naval exercises to protect the
Canal. New laws to protect the Canal. Extra security measures to protect the
Canal. Rumsfeld is confident about the security of the Canal. US Navy can
board Panamanian ships to protect the Canal. Expansion of the Canal, and
other countries than the US (France, Brazil, Red China) interested in feeding
from that multi-billion dollar rack. Canal, Canal, Canal.
Now there is of course one thing that would help enormously to swing
Panamanian public opinion about militarization of the country and extensive
involvement of the US in that process:
An attack on the Canal.
Nothing big, something along the lines of the attack in 2000 on the Dariën
village of Nazareth. The physical damage doesn't matter, it is the
psychological impact that counts. And, based on the information I have, I'm
predicting you, dear reader, that this is exactly what will happen. A
convenient incident. Panama, embrace yourself. They're going to make you live
history all over again.

*XIV Cumbre Iberoaméricana Begins Today
Attended by 21 nations, the 14th Ibero American Summit starts tonight at the
Teatro Nacional at 7pm with the inauguration ceremony.
The summit is being held in Costa Rica and will go through Sunday as Latin
American nations and those from the Iberian Peninsula to discuss
multi-lateral cooperation programs, aimed at improving the quality of life of
the citizens in all of these nations.
The conference is held in different countries every year.
The topic of the conference is "Educate to progress", a proposal to convert
debt into investment on education as a "true means for the progress of
society.
Even though organizing the summit costs Costa Rica some $1.2 million,
Minister of Foreign Affairs Roberto Tovar asserted that it is rather an
investment.
e backed his words by pointing out that some 3,000 visitors were expected for
the Summit, and that their sole expenses here would more than balance the
investment made.
Fifteen presidents, the King and Queen of Spain, Juan Carlos I y Sofía de
Grecia, and two prime ministers head the list of international
representatives along with 800 news reporters that will be Costa Rica.
Presidents not attending the event are; Fidel Castro from Cuba; Ricardo
Lagos, of Chile; Luiz Inacio Lula da Silva, from Brasil; Alejandro Toledo, of
Perú; Jorge Sampaio, from Portugal and Portugal's prime minister, Pedro
Santana.
For tonight, the area around the Teatro Nacional is being completely blocked
off as security measures are being put into place, including the evacuation
of surrounding buildings.
The owners of the commercial complex, Las Arcadas, that houses the offices of
Insidecostarica.com, located directly in front of the Teatro Nacional, gave
all tenants notice that no one is to remain in the building after 6pm, at the
request of the Ministerio Público.
*5,000 industrial jobs lost
The scant growth that characterizes industrial production this year resulted
in the dismissal of almost 5,000 permanent employees from January through
September.
Industrial production - not including the high-technology sector - increased
only 1 percent in September - as compared to the same month in 2003 -,
according to the monthly index of economy activity from the Central Bank.
The Caja Costarricense de Seguro Social (CCSS) confirmed the data by
reporting that the number of formal workers in the industrial sector
decreased from 123,000 to 118,000 the first nine months this year.
Industry accounts for almost one fifth of the domestic production, and in
September it employed 12 of every 100 workers.
Industrial sectors explained that the lower growth experienced this year
results from the increase in raw materials -particularly oil and steel-, a
decrease in domestic sales, and the competition from factories in China.

Ireland tops the list, while Costa Rica is above Brazil, Argentina, Uruguay,

*Coffee Producers in Costa Rica Reap Rewards of Canadian Solar Technology
Using the latest solar technology, a Canadian-led partnership is helping
coffee producers in Costa Rica save energy and help the environment.
Canadian Trade Counsellor Sylvy Gariepy of the Canadian Embassy in Costa Rica
unveiled a cutting-edge solar coffee-drying test site in Tilaran - the
largest of its kind in Central America.
"This is an exciting day for the future of solar energy in agricultural
applications," said Ms. Gariepy. "This facility exemplifies the unlimited
potential and benefits of this renewable energy source."
The site was developed by Natural Resources Canada (NRCan), the Government of
Canada's Technology Early Action Measures (TEAM) program, Conserval
Engineering Inc. of Toronto and Coopeldos R.L., a coffee-growing cooperative
in Costa Rica.
"This project is another example of Canada's leadership in developing
innovative approaches to reducing greenhouse gas emissions (GHG) that will
have lasting benefits at home and around the world," said the Honourable R.
John Efford, Minister of Natural Resources Canada. "Increasing energy
efficiency and using clean, renewable energy sources are essential to
addressing climate change."
At the Tilaran plant, 850 square metres of Conserval's Solarwall® panels were
installed on the roof. Intake fans draw in warmed air from the perforated
panels to dry the coffee beans. The Solarwall technology was developed with
support from NRCan, is 40 percent more efficient and costs 25 percent less
than conventional solar products.
"Coopeldos has shown leadership in the coffee industry by switching to solar
energy, and their customers, including Starbucks, are benefiting from the
quality and taste of the solar-dried coffee beans," said John Hollick,
President of Conserval Engineering Inc.
"For Coopeldos R.L., this is a great opportunity because it fulfils two of
our institutional goals: quality and innovation. The use of technologies that
protect our environment is one more element our clients will consider when
they choose our coffee. It is not only organic and of the highest quality,
but it is also produced with a technology that avoids deforestation, whereas
our previous system ran on wood," explains Juan Carlos Álvarez, General
Manager of Coopeldos R.L.
This project was sparked by a Canadian-led study of the International Energy
Agency's Solar Heating and Cooling Program. The study found solar crop-drying
systems result in significant energy savings, reduced use of fossil fuels and
lower GHG emissions.
The Tilaran facility is one of six test sites - the others are in Panama,
China and India. These sites are expected to reduce carbon dioxide emissions
by 1,000 tonnes a year, primarily by displacing fossil fuels. The projects in

*AGRICULTURE: COSTA RICA PROPOSES ACTION ON TROPICAL PRODUCTS
WTO Members are in the midst of agriculture negotiations during the second
"agriculture week" following agreement on a July Package for moving the Doha
Round forward (WT/L/579). Delegates have convened in informal meetings from
Monday, 15 November through Wednesday, 17 November. They are set to meet in a
regular session of the Committee on Agriculture (CoA) on 18 October, wrapping
up their "agriculture week" with a formal meeting of the CoA special
(negotiating) session on Friday, 19 November.
Costa Rica presents proposal on tropical products
Among other developments in the informal meetings, Costa Rica, on behalf of
Bolivia, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Nicaragua,
Panama, Peru and Venezuela, presented a proposal on tropical products and
products providing an alternative to illicit narcotic crops. According to the
proposal, addressing tropical products was first brought up during the
Uruguay Round, and the issue is firmly grounded in the July Package, which
states that "full implementation of the long-standing commitment to achieve
the fullest liberalisation of trade in tropical agricultural products and for
products of particular importance to the diversification of production from
the growing of illicit narcotic crops is overdue and will be addressed
effectively in the market access negotiations". Therefore, the proposal
stresses that it is time to deliver on this mandate, which will also help
Members operationalise of the development dimension of the Doha Round.
The proposal notes that full liberalisation of markets for tropical products
would provide significant development benefits to countries, including in
terms of job creation. Under such a scenario countries would be able to
better address their external debt issues -- especially given that in a
number of developing countries, tropical agricultural goods account for over
50 percent of exports. Benefits in the form of lower prices would also flow
to consumers in developed countries.
The submission therefore proposes bringing down tariffs on these products,
removing tariff peaks, abolishing quotas on the products, addressing
non-tariff barriers and providing most-favoured nation (MFN) treatment. The
measures should be permanent, and without conditionalities. The submission
further notes that Members should not be able to designate tropical goods as
"sensitive products" -- shielding them from full liberalisation -- in the
overall agriculture negotiations.
A number of developing countries responded positively to the proposal, and
Peru, one of the co-sponsors, pointed out that it sought to show how special
and differential (S&D) treatment could be operationalised in the Doha Round
in a way that is positive and offensive, rather than defensive in providing
developing countries with longer time periods for implementing agreements.

*Cuba protests opening of Cuban democracy forum in Costa Rica
11/18/2004 -- 14:16(GMT+7)
Havana (VNA) - The Cuban Foreign Ministry has issued a statement protesting
the planned opening of a so-called "international forum for democracy in
Cuba" in Costa Rica on the eve of the 14th summit of Spanish and
Portuguese-speaking countries to be held in this country soon.
In the statement, the Cuban government demanded that the Costa Rican
administration prevent the forum, calling it a provocative and hostile act
which intervenes in Cuba's internal affairs.
If the Costa Rica does not act to prevent the forum, it could threaten the
summit's success, the statement said.
COMMENT: The Costa Rican government has responded that Costa Rica is a free
and democratic country, and the government has no power or desire to
intervene in private meetings. We concur. Totalitarian dictatorships hate
free debate and excahnge of ideas that they don't like. Too bad the Cuban
government is neither free nor democratic, but an aging dictatorship.
*Mining scandal involves Canadian authorities in Costa Rica

In a recent press release the Costa Rican organization Ceus del Golfo pointed
to Canadian mining companies as direct collaborators in the corruption
scandal and payment of bribes that has shocked Costa Rica. Two former Costa
Rican presidents, as well as former Members of its parliament and several
public officials of Miguel Angel Rodriguez’ government (1998 - 2002), former
president of the country, as well as the former secretary of OEA who have
been incarcerated under accusations of taking bribes, are involved in this
scandal. Regarding former president Rafael Angel Calderon, he will be serving
nine months of preventive custody for his alleged connection in this same
scandal.
The extent of this corruption and the bribes have led ecological
organizations to ask for the immediate investigation of the exploitation
permits granted to the Canadian mining companies Glencairn Gold Corporation
and Vanessa Ventures in Costa Rica.
The involvement of so many foreign companies in this bribery has reached
peaks previously unheard of, not only in Costa Rica, but also in South
America. In Canada, the federal government has passed laws and established
parliamentary norms and administrative dispositions to prevent and prohibit
corruption. The Canadian Criminal Code includes misdemeanors related to the
corruption of public officials, government fraud, and trafficking of
influence, abuse of confidence by public officials, corruption in municipal
matters, the purchase and selling of cargo, the attempt to influence public
appointments, possession of goods illegally obtained, fraud, recycling of
criminally obtained products and secret commissions. Glencairn Gold
Corporation is a Canadian registered corporation and falls within the reach
of this law, and as it was pointed out by ecologists in Costa Rica, they must
explain whether or not they were involved in this scandal.
On the other hand, what seems somewhat peculiar is the apparent participation
of the Canadian ambassador to Costa Rica, Louise Léger in the activities of a
mining company that could be implicated in the bribery cases. On the web site
of the mining company, Industrias Infinito, a branch of the Canadian company,
Vanessa Ventures (VVV.V), we can see the Canadian ambassador in two pictures
taken during an information session for a mining project.
*Legislature moves to correct car-import glitch
A legislative committee has approved unanimously a change in the vehicle
importation law that will let owners get an inspection here.
The current law, termed odious by members of the committee, required
importers of used cars to present an official certification of emissions from
the country of origin. The problem was that many U.S. states do not have
official inspection programs.
Consequently thousands of vehicles were impounded because customs officials
would not accept certificates obtained here.
Under the proposal approved by the committee, vehicles only will need to pass
the Costa Rican inspection program.
Rodrigo Alberto Carazo a committee member representing the Partido Acción
Ciudadana, called the current section of the Ley de Tránsito "discriminatory,
inoperable and malicious."
The current law that places a major burden on importers also generated
allegations that some Costa Rican diplomats in the United States were faking
the documents that showed the vehicle had been inspected.
The tax police and others are investigating these allegations.
*Computer woes hamper summit registrations
The nation’s efforts to stage a smooth summit of Latin American leaders got
off to a bad start Wednesday when aides were unable to process credentials
for visiting news people.
The glitch caused some hot tempers to flare at the Hotel Herradura, which
will be the administrative site for the summit.
The Ministerio de Relaciones Exteriores y Culto is in charge of the event.
But the computer used to store data for visitors and their credentials just
would not work. Some 800 visiting news people are expected.
The XIV Cumbre or summit of the Iberoamerican nations has a formal opening
Friday, but diplomats and support personnel already are arriving in the
Central Valley.
All those associated with the summit had been asked to provide extensive
information in order to obtain credentials. Ministry officials promised that
those for news people would be ready today.
In addition to the press, radio and television technicians, some 3,000
diplomats and employees of international agencies are expected.
The event kickoff Friday night at the Teatro Nacional will prompt the closing
of Paseo Colón and Avenida 2 that day and evening, officials said.
*Preventative detention upheld for Elca trio
The president of the failed Banco Elca and two key employees have lost their
appeal to be let out of jail.
The trio have been in jail since Oct. 22 when preventative detention was
ordered by a judge. Now the Tribunal de Juicio del II Circuito Judicial de
San José has confirmed the order, according to a spokesperson for the Poder
Judicial.
The three are Carlos Alvarado, the bank president, and Javier Filloy and
Hernán González.
Regulators took over the institution, correctly called Corporación Elca
S.A., in June when the bank’s reserve margins fell below legal requirements.
Smaller depositors have received their money back, but those with more than
$10,000 on the bank’s books have not. A U.S. bank is believed to be
interested in purchasing the company.
*Students in Chile protest visit there by George Bush
SANTIAGO, Chile — Police here have fired tear gas and water cannon at
hundreds of students protesting the arrival of President George Bush later
this week at an economic summit in this, the Chilean capital.
Street clashes erupted Wednesday, just before foreign and trade ministers
from the 21-member Asia-Pacific Economic Cooperation opened two days of talks
on free trade and other issues.
Police arrested dozens of demonstrators protesting the U.S.-led war in Iraq
and globalization, which they say widens the gap between rich and poor
nations. No injuries were reported.
In addition to President Bush, outgoing U.S. Secretary of State Colin Powell,
Chinese President Hu Jintao and Japanese Prime Minister Junichiro Koizumi
will attend the talks, which take place this Saturday and Sunday.
Washington sources say that Bush plans to focus on security and trade issues
during the session.
The president also plans to hold several meetings with Asian and Latin
American heads of state while in Chile and Colombia to discuss a wide range
of issues of mutual concern.
A senior Bush administration official said the primary security objective at
the meeting is to get "concrete implementation" of commitments made at the
2003 meeting in Bangkok, Thailand. According to the official, these
commitments primarily focused on eliminating the weapons of mass destruction,
eliminating transnational terrorist groups, and addressing other terrorist
threats.
The meeting in Chile is one reason some heads of state, including Chilean
President Ricardo Lagos, will not be in Costa Rica for the Iberoamerican
summit this weekend
*Ex-President Rodríguez Criticizes Prosecutor's Office
Former Costa Rican President Miguel Angel Rodríguez, who is serving a
preventive prison order while he is investigated for alleged corruption
crimes, yesterday accused the Chief Prosecutor of staging a “circus” and
managing his case through the media, in opposition to the principles of
democracy.
“It is important to resolve this (the accusations against him) within the
judicial strata – that judges take the corresponding decisions, and that each
person stick to his business,” declared the ex-President (1998-2002) to a
local radio station.
“I am not going to defend myself before the media, that would be contrary to
the principles of democracy and I would incur in the same grave errors as the
Chief Prosecutor's Office,” said Rodríguez, who was the Secretary General of
the Organization of American States (OAS) until he resigned Oct. 15, after a
month's service, amid allegations of corruption.
One of Rodríguez's closest collaborators, former Minister of Housing and
Urbanization José Antonio Lobo, accused him of receiving illegal payments in
connection with a government contract with the French telecommunications firm
Alcatel in 2001.
The former President is also under investigation for an alleged $100,000
payment from the Spanish company Abengoa, which he allegedly received through
its Costa Rican subsidiary.
Both European companies were given multimillion-dollar contracts during
Rodríguez's administration.
After returning from Washington D.C. , Rodríguez was arrested at Juan
Santamaría International Airport , handcuffed and transported to the
Prosecutor's Office by judicial police.
A judge ordered six months of preventive detention for Rodríguez, who was
initially under house arrest in a San José apartment, but was later
transferred to a jail.
Besides offering declarations to the press yesterday, Rodríguez filed a
formal complaint with the Supreme Court of Justice for a “grave legal
violation.”
In a letter to the president of the court, Luis Paulino Mora, the former
President accuses the Prosecutor's Office of violating the confidentiality of
his case, to which only those involved should have access.
“This situation is especially grave because it demonstrates the ties that
exist between the media and the Prosecutor's Office, which can manipulate
public opinion and substitute or violate the correct process and the majesty
of the judges,” Rodríguez states in his complaint.
COMMENT: The investors in the Brothers understand exactly what is meant
by the abuse of power by the prosecutor's office and having a circus in
the media. Hopefully Costa Ricans will wake up to these abuses, which
amount to an entirely different form of corruption by public officials.
Wanna bet some of these persecutors want to run for President someday and
think that a nice, juicy "scandal" will give them a leg up on the compe-
tition? Unfortunately, this may be showing some of the "training" Costa
Rican persecutors and law enforcement personnel are receiving from their
USSA counterparts. Persecutors in the USSA, such as the excreble Guilliani
have based their entire politicle careers on such grandstanding tactics.
This is one "import" through "training" and "education" that Costa Rica
can do without. In the good ole USSA Kangaroo Kort system truth and facts
no longer matter. What matters is who can put on the best CIRCUS for
public consumption. Truth is not welcome under the big top or in its
three rings of hell. Sadly, Costa Rican "officials" seem to be learning
the worst lessons their mentors are teaching them.

regular session of the Committee on Agriculture (CoA) on 18 October, wrapping
up their "agriculture week" with a formal meeting of the CoA special
(negotiating) session on Friday, 19 November.
Costa Rica presents proposal on tropical products
Among other developments in the informal meetings, Costa Rica, on behalf of
Bolivia, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Nicaragua,
Panama, Peru and Venezuela, presented a proposal on tropical products and
products providing an alternative to illicit narcotic crops. According to the
proposal, addressing tropical products was first brought up during the
Uruguay Round, and the issue is firmly grounded in the July Package, which
states that "full implementation of the long-standing commitment to achieve
the fullest liberalisation of trade in tropical agricultural products and for
products of particular importance to the diversification of production from
the growing of illicit narcotic crops is overdue and will be addressed
effectively in the market access negotiations". Therefore, the proposal
stresses that it is time to deliver on this mandate, which will also help
Members operationalise of the development dimension of the Doha Round.
The proposal notes that full liberalisation of markets for tropical products
would provide significant development benefits to countries, including in
terms of job creation. Under such a scenario countries would be able to
better address their external debt issues -- especially given that in a
number of developing countries, tropical agricultural goods account for over
50 percent of exports. Benefits in the form of lower prices would also flow
to consumers in developed countries.
The submission therefore proposes bringing down tariffs on these products,
removing tariff peaks, abolishing quotas on the products, addressing
non-tariff barriers and providing most-favoured nation (MFN) treatment. The
measures should be permanent, and without conditionalities. The submission
further notes that Members should not be able to designate tropical goods as
"sensitive products" -- shielding them from full liberalisation -- in the
overall agriculture negotiations.
A number of developing countries responded positively to the proposal, and
Peru, one of the co-sponsors, pointed out that it sought to show how special
and differential (S&D) treatment could be operationalised in the Doha Round
in a way that is positive and offensive, rather than defensive in providing
developing countries with longer time periods for implementing agreements.

*Cuba protests opening of Cuban democracy forum in Costa Rica

Havana (VNA) - The Cuban Foreign Ministry has issued a statement protesting
the planned opening of a so-called "international forum for democracy in
Cuba" in Costa Rica on the eve of the 14th summit of Spanish and
Portuguese-speaking countries to be held in this country soon.
In the statement, the Cuban government demanded that the Costa Rican
administration prevent the forum, calling it a provocative and hostile act
which intervenes in Cuba's internal affairs.
If the Costa Rica does not act to prevent the forum, it could threaten the
summit's success, the statement said.
COMMENT: The Costa Rican government has responded that Costa Rica is a free
and democratic country, and the government has no power or desire to
intervene in private meetings. We concur. Totalitarian dictatorships hate
free debate and excahnge of ideas that they don't like. Too bad the Cuban
government is neither free nor democratic, but an aging dictatorship.
*Mining scandal involves Canadian authorities in Costa Rica

In a recent press release the Costa Rican organization Ceus del Golfo pointed
to Canadian mining companies as direct collaborators in the corruption
scandal and payment of bribes that has shocked Costa Rica. Two former Costa
Rican presidents, as well as former Members of its parliament and several
public officials of Miguel Angel Rodriguez’ government (1998 - 2002), former
president of the country, as well as the former secretary of OEA who have
been incarcerated under accusations of taking bribes, are involved in this
scandal. Regarding former president Rafael Angel Calderon, he will be serving
nine months of preventive custody for his alleged connection in this same
scandal.
The extent of this corruption and the bribes have led ecological
organizations to ask for the immediate investigation of the exploitation
permits granted to the Canadian mining companies Glencairn Gold Corporation
and Vanessa Ventures in Costa Rica.
The involvement of so many foreign companies in this bribery has reached
peaks previously unheard of, not only in Costa Rica, but also in South
America. In Canada, the federal government has passed laws and established
parliamentary norms and administrative dispositions to prevent and prohibit
corruption. The Canadian Criminal Code includes misdemeanors related to the
corruption of public officials, government fraud, and trafficking of
influence, abuse of confidence by public officials, corruption in municipal
matters, the purchase and selling of cargo, the attempt to influence public
appointments, possession of goods illegally obtained, fraud, recycling of
criminally obtained products and secret commissions. Glencairn Gold
Corporation is a Canadian registered corporation and falls within the reach
of this law, and as it was pointed out by ecologists in Costa Rica, they must
explain whether or not they were involved in this scandal.
On the other hand, what seems somewhat peculiar is the apparent participation
of the Canadian ambassador to Costa Rica, Louise Léger in the activities of a
mining company that could be implicated in the bribery cases. On the web site
of the mining company, Industrias Infinito, a branch of the Canadian company,
Vanessa Ventures (VVV.V), we can see the Canadian ambassador in two pictures
taken during an information session for a mining project.
*Legislature moves to correct car-import glitch
A legislative committee has approved unanimously a change in the vehicle
importation law that will let owners get an inspection here.
The current law, termed odious by members of the committee, required
importers of used cars to present an official certification of emissions from
the country of origin. The problem was that many U.S. states do not have
official inspection programs.
Consequently thousands of vehicles were impounded because customs officials
would not accept certificates obtained here.
Under the proposal approved by the committee, vehicles only will need to pass
the Costa Rican inspection program.
Rodrigo Alberto Carazo a committee member representing the Partido Acción
Ciudadana, called the current section of the Ley de Tránsito "discriminatory,
inoperable and malicious."
The current law that places a major burden on importers also generated
allegations that some Costa Rican diplomats in the United States were faking
the documents that showed the vehicle had been inspected.
The tax police and others are investigating these allegations.
*Computer woes hamper summit registrations
The nation’s efforts to stage a smooth summit of Latin American leaders got
off to a bad start Wednesday when aides were unable to process credentials
for visiting news people.
The glitch caused some hot tempers to flare at the Hotel Herradura, which
will be the administrative site for the summit.
The Ministerio de Relaciones Exteriores y Culto is in charge of the event.
But the computer used to store data for visitors and their credentials just
would not work. Some 800 visiting news people are expected.
The XIV Cumbre or summit of the Iberoamerican nations has a formal opening
Friday, but diplomats and support personnel already are arriving in the
Central Valley.
All those associated with the summit had been asked to provide extensive
information in order to obtain credentials. Ministry officials promised that
those for news people would be ready today.
In addition to the press, radio and television technicians, some 3,000
diplomats and employees of international agencies are expected.
The event kickoff Friday night at the Teatro Nacional will prompt the closing
of Paseo Colón and Avenida 2 that day and evening, officials said.
*Preventative detention upheld for Elca trio
The president of the failed Banco Elca and two key employees have lost their
appeal to be let out of jail.
The trio have been in jail since Oct. 22 when preventative detention was
ordered by a judge. Now the Tribunal de Juicio del II Circuito Judicial de
San José has confirmed the order, according to a spokesperson for the Poder
Judicial.
The three are Carlos Alvarado, the bank president, and Javier Filloy and
Hernán González.
Regulators took over the institution, correctly called Corporación Elca
S.A., in June when the bank’s reserve margins fell below legal requirements.
Smaller depositors have received their money back, but those with more than
$10,000 on the bank’s books have not. A U.S. bank is believed to be
interested in purchasing the company.
*Students in Chile protest visit there by George Bush
SANTIAGO, Chile — Police here have fired tear gas and water cannon at
hundreds of students protesting the arrival of President George Bush later
this week at an economic summit in this, the Chilean capital.
Street clashes erupted Wednesday, just before foreign and trade ministers
from the 21-member Asia-Pacific Economic Cooperation opened two days of talks
on free trade and other issues.
Police arrested dozens of demonstrators protesting the U.S.-led war in Iraq
and globalization, which they say widens the gap between rich and poor
nations. No injuries were reported.
In addition to President Bush, outgoing U.S. Secretary of State Colin Powell,
Chinese President Hu Jintao and Japanese Prime Minister Junichiro Koizumi
will attend the talks, which take place this Saturday and Sunday.
Washington sources say that Bush plans to focus on security and trade issues
during the session.
The president also plans to hold several meetings with Asian and Latin
American heads of state while in Chile and Colombia to discuss a wide range
of issues of mutual concern.
A senior Bush administration official said the primary security objective at
the meeting is to get "concrete implementation" of commitments made at the
2003 meeting in Bangkok, Thailand. According to the official, these
commitments primarily focused on eliminating the weapons of mass destruction,
eliminating transnational terrorist groups, and addressing other terrorist
threats.
The meeting in Chile is one reason some heads of state, including Chilean
President Ricardo Lagos, will not be in Costa Rica for the Iberoamerican
summit this weekend
*Ex-President Rodríguez Criticizes Prosecutor's Office
Former Costa Rican President Miguel Angel Rodríguez, who is serving a
preventive prison order while he is investigated for alleged corruption
crimes, yesterday accused the Chief Prosecutor of staging a “circus” and
managing his case through the media, in opposition to the principles of
democracy.
“It is important to resolve this (the accusations against him) within the
judicial strata – that judges take the corresponding decisions, and that each
person stick to his business,” declared the ex-President (1998-2002) to a
local radio station.
“I am not going to defend myself before the media, that would be contrary to
the principles of democracy and I would incur in the same grave errors as the
Chief Prosecutor's Office,” said Rodríguez, who was the Secretary General of
the Organization of American States (OAS) until he resigned Oct. 15, after a
month's service, amid allegations of corruption.
One of Rodríguez's closest collaborators, former Minister of Housing and
Urbanization José Antonio Lobo, accused him of receiving illegal payments in
connection with a government contract with the French telecommunications firm
Alcatel in 2001.
The former President is also under investigation for an alleged $100,000
payment from the Spanish company Abengoa, which he allegedly received through
its Costa Rican subsidiary.
Both European companies were given multimillion-dollar contracts during
Rodríguez's administration.
After returning from Washington D.C. , Rodríguez was arrested at Juan
Santamaría International Airport , handcuffed and transported to the
Prosecutor's Office by judicial police.
A judge ordered six months of preventive detention for Rodríguez, who was
initially under house arrest in a San José apartment, but was later
transferred to a jail.
Besides offering declarations to the press yesterday, Rodríguez filed a
formal complaint with the Supreme Court of Justice for a “grave legal
violation.”
In a letter to the president of the court, Luis Paulino Mora, the former
President accuses the Prosecutor's Office of violating the confidentiality of
his case, to which only those involved should have access.
“This situation is especially grave because it demonstrates the ties that
exist between the media and the Prosecutor's Office, which can manipulate
public opinion and substitute or violate the correct process and the majesty
of the judges,” Rodríguez states in his complaint.
COMMENT: The investors in the Brothers understand exactly what is meant
by the abuse of power by the prosecutor's office and having a circus in
the media. Hopefully Costa Ricans will wake up to these abuses, which
amount to an entirely different form of corruption by public officials.
Wanna bet some of these persecutors want to run for President someday and
think that a nice, juicy "scandal" will give them a leg up on the compe-
tition? Unfortunately, this may be showing some of the "training" Costa
Rican persecutors and law enforcement personnel are receiving from their
USSA counterparts. Persecutors in the USSA, such as the excreble Guilliani
have based their entire politicle careers on such grandstanding tactics.
This is one "import" through "training" and "education" that Costa Rica
can do without. In the good ole USSA Kangaroo Kort system truth and facts
no longer matter. What matters is who can put on the best CIRCUS for
public consumption. Truth is not welcome under the big top or in its
three rings of hell. Sadly, Costa Rican "officials" seem to be learning
the worst lessons their mentors are teaching them.

*Electronica in Costa Rica
Costa Rica is a small country in Central America. It's a country without an
army. Some know it as a banana country, a country of great beaches and
forest, or even a great place for surfing and surfing competition. Some
people even think it is an island, which is not. But have you heard anything
about electronica in Costa Rica?
Electronica in Costa Rica
Costa Rica has a lively and growing electronica scene.
Costa Rica ElectonicaIt all began at house parties, warehouse and small
places eight years ago, or more. There were not a significant number of
people who came to the events. At that time, they were called raves, but the
press was only interested in ravers in a sensationalist way. They published
in one of the most important Costa Rican newspapers well-known stereotypes
about the rave scene, and saying the stories were true, based on a one-night
investigation by two journalist. This kind of article has been repeated each
year - not good for this infant scene, looking for a space to grow.
More recently, the “big raves” have arrived in Costa Rica, including the
S.U.N Project, Christopher Lawrence, Anthony Pappa, Space Tribe or Dark Soho
to mention some of them. There have been a few each year - at least one event
every two or three months. The attendance was relatively good, but there
wasn’t an ideal place to play electronic music. They were open air, which can
only be used in the dry season, and were used just for the psy scene.
Promoters are born and die. The police hit on one of the most attended spot
for ravers because of some drug problem. This unleashed the cancellation of
events like Infected Mushroom, which ended up playing in a small bar. The
sensationalist press had a feast, which is one of the reasons why the term
rave is not used anymore. Thanks to the insistence of promoters, DJs, and
people who love this music, the scene passes fast throughout its dark
moments.
In 2003 things were changing, something was happening. Two Acid Dance
artists came this year. Xenomorph came twice, the last time with Neuromotor,
who did an amazing duo never seen before. Satoshie Tomie, Carl Cox and John
Digweed, three of the best DJs and producers, came to give us the taste of
some of the best electronica shows in the world. A projection of what it
comes next.
Costa Rica Ferry CorstenBuilding on the foundationset in the 2003, 2004 is
getting better each month. First with the birth of two electronica clubs. The
promoters have decided to do the best they can. As a result, seven artists
from the Top 50 from The DJ List have come to Costa Rica to bring us their
shows, and four more have confirmed that they are coming still this year.
Three from the top 10 which are Oakenfold, Tiesto and Deep Dish. Also one of
the best live acts on Earth came again, S.U.N Project, for the Halloween
party. Ferry Corsten, right, is shown at his September 14 show at Costa
Rica's 360 Club.
This what is happening in this Central America country, with just four
million people. Maybe in the future, people around the world will not just
think about Costa Rica as the beautiful tropical country that is, with their
beaches and forest. They will think of the great parties, with international
DJs and talented national DJs they can enjoy. Maybe you will be one.

*Venezuela agrees to supply oil, products to Costa Rica, Dominican Republic
HOUSTON, Nov. 12 -- Venezuela has signed separate agreements to supply Costa
Rica and the Dominican Republic with oil and refined products as part of
regional cooperation and integration between Latin America and the Caribbean.
The Costa Rica supply agreement followed renewal of the San Jose Oil Accord,
which initially was signed in August 1980. In late October, Venezuelan
President Hugo Chavez and Mexican President Vicente Fox agreed that Venezuela
and Mexico each would supply 80,000 b/d of oil and products to Costa Rica,
OPEC News Agency reported.
Separately, Venezuela signed a supply agreement to provide the Dominican
Republic with up to 50,000 b/d of oil and products.
"We have relaunched the Caracas Energy Agreement, and we are committed to
begin sending shipments of oil and products as soon as possible," the
Venezuelan state news agency, Venpres, quoted Chavez as saying during a Nov.
6 news conference in Santo Domingo.
The Dominican Republic and Venezuela had suspended their cooperative Caracas
Energy Agreement in 2003 because of political differences. Venezuelan Energy
and Mines Minister Rafael Ramirez said relations between the two countries
have improved.
*Central American, Mexican leaders discuss gangs, boosting their regional
economies, migration
The presidents of Mexico and five Central American countries Friday discussed
ways to integrate their region, boost their economies and stop the flow of
migrants north to the United States.
Holding a one-day summit in the southern Mexican city Tuxtla Gutierrez, the
group also was expected to talk about a growing gang problem that has .
"For us, connecting central and northern Mexico with the southeast, and
connecting the southeast and all of Mexico to Central America is a high
priority," Mexican President Vicente Fox said at the opening of the meeting.
Shortly after taking office in 2000, Fox proposed the so-called Plan
Puebla-Panama project, aimed at integrating the region financially and
attracting jobs and industry, especially to financially depressed areas like
southern Mexico and rural Central America.
In addition to Fox, the leaders of Costa Rica, El Salvador, Guatemala,
Honduras and Panama were taking part in the meeting. The six presidents were
holding private discussions and planned a news conference for later Friday.
Salvadoran President Tony Saca, who discussed regional integration with U.S.
Defense Secretary Donald Rumsfeld earlier Friday in San Salvador, said the
Plan Puebla-Panama will improve the futures of the region's 60 million
residents.
"We are proud to be successfully carrying out the process of integrating our
region," he said.
Saca said free trade agreements are the best way to bring jobs to the region
and stop the thousands of Central American and Mexican residents who cross
illegally into the United States each year looking for work.
The leaders were also discussing ways to promote a Central American candidate
to replace former Costa Rican President Miguel Rodriguez as president of the
Organization of American States.
Rodriguez resigned as OAS president last month and has been jailed in Costa
Rica on suspicion of receiving kickbacks from a government contract granted
to a French company while he served as Costa Rica's president from 1998-2002.
Possible replacement candidates include former Salvadoran President Francisco
Flores.
The countries that make up the Plan Puebla-Panama are: Mexico, Nicaragua,

SAN JOSE, Nov. 15 (Xinhuanet) -- At least 1,000 police will be deployed
to protect the 14th Iberian-American Summit, which will be held here on Nov.
19-20 and attended by heads of state of Spain, Portugal and Latin America
countries, local media said Monday.
The security operation will be jointly carried out by the Highway Patrol
and the Intelligence and National Security Direction, said Public Security
Minister Rogelio Ramos.
Ramos said the security plan, which had been prepared for several months,
"would affect as little as possible the life of Costa Ricans."
"The eyes of the whole world are on the security of our country and we're
prepared to take on this challenge and meet our goals," said Public Force
Director Walter Navarro.
Up to now, participation in the summit has been confirmed by 18 of the 21
heads of state, except presidents of Brazil, Chile and Cuba.
Nearly 3,000 people, including about 750 journalists, will participate in
the meeting.
*U.S. gives grant here to study violence
A group in Costa Rica is one of 17 that will receive a grant to battle
violence against women, the United Nations said Tuesday. The United Nations
Development Fund for Women is in charge of the grants, which total $900,000.
The group in Costa Rica will use the money to investigate the scale of gender
based violence in the country. The grant will also be used to influence
reform of legislation and public policy, the U.N. said without naming the
recipient.
The development fund was set up in 1976 during a U.N. General Assembly in
Mexico City. Since that time, the group has dedicated itself towards building
stronger women’s organizations throughout the world so that women have the
power to negotiate new and better policies with their governments.
The grants are given out to support innovative community efforts that help to
end violence against women worldwide. Since 1996, the fund has awarded $5
million in grants to 127 projects in 71 countries.
*Amnet Cable to change its rate structure
Amnet, one of Costa Rica's cable television companies, will be offering more
packages to Amnet Digital customers starting Dec. 1 but not without some
hidden costs.
Jorge Cordoba, the manager of customer services at Amnet, said, "We will be
offering a wider choice of channels at affordable prices. Our customers can
choose whatever channels they want."
From Dec. 1 customers that subscribe to the Basic Amnet Cable Digital package
will pay $5 per month instead of $8. This is because Amnet is removing three
channels from this package, HBO Plus Oeste, HBO Este and Cinemax Este. If
viewers enjoy watching these channels and want them to remain within the
package, they will have to pay the $8.
Thomas Porras, a customer service representative for Amnet, said that those
who just subscribe to Amnet Clasico will still be able to view Cinemax Oeste.
He also said that the changes have been made to improve the service that they
are providing, not to charge more for less channels.
Porras also mentioned that for the month of December only, the Disney Channel
and the Turner Movie Classic channel will be available to viewers of Amnet
Clasico. Porras also said that Amnet offers excellent security to ensure that
children are watching programs suitable for their age range.

*Art festival starting today in San José
Peace, human rights and cultural diversity are the key words for the XV
anniversary of the International Art Festival.
President Abel Pacheco and Guido Saenz, the culture minister announced the
specifics of the event, which starts today.
The opening will be at 8 p.m. in the Teatro Nacional with the show "El gran
banquete en el jardín del emperador" by the Hang Tang Yuefu Ensemble of
Taiwán. The festival this year coincides with the Cumbre Iberoamericana,
which is Friday and Saturday in San José.
The festival will run through Nov. 27, and will bring artists from more than
10 countries here.
Among them will be the Odin Theater from Denmark, Le Deux Mondes of Canada
and Feliz Nuevo Siglo Dr. Freud from Mexico.
The festival will involve all forms of arts from the theater to sculpture to
dance and music.
*Lottery makes citizens agents of tax collectors
Tributación Directa, the tax collecting people, have set up a Christmas
lottery to collect receipts or facturas from the nation’s retailers.
To participate, citizens have to submit five facturas and some personal
information. The lottery has 10 prizes of 1 million colons ($2,222) and tow
prizes of 5 million ($11,111).
Two drawings will take place before Christmas.
With the lottery, tax officials will be able to obtain a wide sampling of
facturas and also encourage citizens to complain about firms that do not
issue the legally required receipts.
Not using facturas to dodge the country’s 13 percent sales tax is a national
sport.
*Habitat For Humanity, Cisco Systems Partner to Abolish Poverty Housing in
Costa Rica
To do their part to demonstrate corporate responsibility in their community,
Cisco Systems is teaming up with Habitat for Humanity Costa Rica to build a
home for a family in Montecillos, Alajuela. Funding for the home will be
provided by Cisco Systems and the labor will be provided by their employees
during a two week commitment this month.

*Electronica in Costa Rica
Costa Rica is a small country in Central America. It's a country without an
army. Some know it as a banana country, a country of great beaches and
forest, or even a great place for surfing and surfing competition. Some
people even think it is an island, which is not. But have you heard anything
about electronica in Costa Rica?
Electronica in Costa Rica
Costa Rica has a lively and growing electronica scene.
Costa Rica ElectonicaIt all began at house parties, warehouse and small
places eight years ago, or more. There were not a significant number of
people who came to the events. At that time, they were called raves, but the
press was only interested in ravers in a sensationalist way. They published
in one of the most important Costa Rican newspapers well-known stereotypes
about the rave scene, and saying the stories were true, based on a one-night
investigation by two journalist. This kind of article has been repeated each
year - not good for this infant scene, looking for a space to grow.
More recently, the “big raves” have arrived in Costa Rica, including the
S.U.N Project, Christopher Lawrence, Anthony Pappa, Space Tribe or Dark Soho
to mention some of them. There have been a few each year - at least one event
every two or three months. The attendance was relatively good, but there
wasn’t an ideal place to play electronic music. They were open air, which can
only be used in the dry season, and were used just for the psy scene.
Promoters are born and die. The police hit on one of the most attended spot
for ravers because of some drug problem. This unleashed the cancellation of
events like Infected Mushroom, which ended up playing in a small bar. The
sensationalist press had a feast, which is one of the reasons why the term
rave is not used anymore. Thanks to the insistence of promoters, DJs, and
people who love this music, the scene passes fast throughout its dark
moments.
In 2003 things were changing, something was happening. Two Acid Dance
artists came this year. Xenomorph came twice, the last time with Neuromotor,
who did an amazing duo never seen before. Satoshie Tomie, Carl Cox and John
Digweed, three of the best DJs and producers, came to give us the taste of
some of the best electronica shows in the world. A projection of what it
comes next.
Costa Rica Ferry CorstenBuilding on the foundationset in the 2003, 2004 is
getting better each month. First with the birth of two electronica clubs. The
promoters have decided to do the best they can. As a result, seven artists
from the Top 50 from The DJ List have come to Costa Rica to bring us their
shows, and four more have confirmed that they are coming still this year.
Three from the top 10 which are Oakenfold, Tiesto and Deep Dish. Also one of
the best live acts on Earth came again, S.U.N Project, for the Halloween
party. Ferry Corsten, right, is shown at his September 14 show at Costa
Rica's 360 Club.
This what is happening in this Central America country, with just four
million people. Maybe in the future, people around the world will not just
think about Costa Rica as the beautiful tropical country that is, with their
beaches and forest. They will think of the great parties, with international

*Venezuela agrees to supply oil, products to Costa Rica, Dominican Republic
HOUSTON, Nov. 12 -- Venezuela has signed separate agreements to supply Costa
Rica and the Dominican Republic with oil and refined products as part of
regional cooperation and integration between Latin America and the Caribbean.
The Costa Rica supply agreement followed renewal of the San Jose Oil Accord,
which initially was signed in August 1980. In late October, Venezuelan
President Hugo Chavez and Mexican President Vicente Fox agreed that Venezuela
and Mexico each would supply 80,000 b/d of oil and products to Costa Rica,
OPEC News Agency reported.
Separately, Venezuela signed a supply agreement to provide the Dominican
Republic with up to 50,000 b/d of oil and products.
"We have relaunched the Caracas Energy Agreement, and we are committed to
begin sending shipments of oil and products as soon as possible," the
Venezuelan state news agency, Venpres, quoted Chavez as saying during a Nov.
6 news conference in Santo Domingo.
The Dominican Republic and Venezuela had suspended their cooperative Caracas
Energy Agreement in 2003 because of political differences. Venezuelan Energy
and Mines Minister Rafael Ramirez said relations between the two countries
have improved.
*Central American, Mexican leaders discuss gangs, boosting their regional
economies, migration
The presidents of Mexico and five Central American countries Friday discussed
ways to integrate their region, boost their economies and stop the flow of
migrants north to the United States.
Holding a one-day summit in the southern Mexican city Tuxtla Gutierrez, the
group also was expected to talk about a growing gang problem that has .
"For us, connecting central and northern Mexico with the southeast, and
connecting the southeast and all of Mexico to Central America is a high
priority," Mexican President Vicente Fox said at the opening of the meeting.
Shortly after taking office in 2000, Fox proposed the so-called Plan
Puebla-Panama project, aimed at integrating the region financially and
attracting jobs and industry, especially to financially depressed areas like
southern Mexico and rural Central America.
In addition to Fox, the leaders of Costa Rica, El Salvador, Guatemala,
Honduras and Panama were taking part in the meeting. The six presidents were
holding private discussions and planned a news conference for later Friday.
Salvadoran President Tony Saca, who discussed regional integration with U.S.
Defense Secretary Donald Rumsfeld earlier Friday in San Salvador, said the
Plan Puebla-Panama will improve the futures of the region's 60 million
residents.
"We are proud to be successfully carrying out the process of integrating our
region," he said.
Saca said free trade agreements are the best way to bring jobs to the region
and stop the thousands of Central American and Mexican residents who cross
illegally into the United States each year looking for work.
The leaders were also discussing ways to promote a Central American candidate
to replace former Costa Rican President Miguel Rodriguez as president of the
Organization of American States.
Rodriguez resigned as OAS president last month and has been jailed in Costa
Rica on suspicion of receiving kickbacks from a government contract granted
to a French company while he served as Costa Rica's president from 1998-2002.
Possible replacement candidates include former Salvadoran President Francisco
Flores.
